The motto of Prevention of Cruelty to Animals (PCA) Act 1960 as amended in 1982, is to prevent infliction of unnecessary pain or suffering on animals. The Central Government has constituted a Committee for the Purpose of Control and Supervision of Experiments on Animals (CPCSEA) which is duty bound to take all such measures as may be necessary to ensure that animals are not subjected to unnecessary pain or suffering before, during or after the performance of experiments on them. For this purpose, the Government has made "Breeding of and Experiments on Animals (Control and Supervision) Rules, 1998" as amended during 2001 and 2006, to regulate the experimentation on animals.
All establishments engaged in research and education involving animals, are required to comply with the various guidelines, norms and stipulations set out by CPCSEA.
The main functions of CPCSEA are:
- Registration of establishments conducting animal experimentation or breeding of animals for this purpose.
- Selection and appointment of nominees in the Institutional Animal Ethics Committees of registered establishments.
- Approval of Animal House Facilities on the basis of reports of inspections conducted by CPCSEA.
- Permission for conducting experiments involving use of animals.
- Recommendation for import of animals for use in experiments.

Action against establishments in case of violation of any legal norm/stipulation.

Events
1. One day Seminar on “Animal Welfare & Ethics” was held on 6th June, 2013 by Regional Institute of Paramedical & Nursing Sciences (RIPANS), Aizawl, Mizoram with the support of CPCSEA. A team of CPCSEA participated in the seminar.
2. Workshop on “Regulations and Ethics for Animal Experimentation” was held on 8th and 9th November, 2013 by Regional Research Institute of Unani Medicine, University of Kashmir, Srinagar, Jammu with the support of CPCSEA. Vice Chairman and Member Secretary participated in the workshop.
3. “World Laboratory Animal Day Celebrations” and “one day seminar on Human end points and Implementation of 3Rs in Animal Experimentation” was held on 24th April, 2014 in association with CPCSEA, Ministry of Environment & Forests & Humane Society International (HSI) at National Institute of Nutrition, Hyderabad. CPCSEA participated in the seminar.
4. National Workshop on Experimental pharmacological techniques was held on 28th -29th April, 2014 by Acharya Nagarjuna University, College of Pharmaceutical Sciences, Guntur, Andhra Pradesh with the support of CPCSEA. CPCSEA participated in the workshop.
5. 47th meeting of CPCSEA was held on 20th May, 2014 under the Chairmanship of Shri Hem Pande, Additional Secretary.
6. One day Workshop on “Use of Experimental Animals in Toxicity Studies and Research” was held on 9th June, 2014 at Pushpagiri Medical College Sciences & Research Centre, Tiruvalla - 689 101, Kerala with the support of CPCSEA. Vice Chairman participated in the workshop.
7. One day Workshop on “Animal Welfare & Ethics” at Symbiosis School of Biomedical Science (SSBS), Symbiosis International University (SIU), Pune was held on 13th June, 2014 with the support of CPCSEA.
8. 48th Meeting of CPCSEA was held on 21st August, 2014 under the Chairmanship of Shri Hem Pande, Additional Secretary.
10. 49th Meeting of CPCSEA was held on 28th October, 2014 under the Chairmanship of Shri Hem Pande, Additional Secretary.
11. 50th Meeting of CPCSEA was held on 20th November, 2014 under the Chairmanship of Shri Hem Pande, Additional Secretary.
