REQUEST FOR EXPRESSIONS OF INTEREST

The Ministry of Environment and Forests, New Delhi through Government of
India has agreed to receive financial assistance from the World Bank under the
Project Preparation Facility (PPF) toward the cost of the preparation of the “Capacity
Building for Industrial Pollution Management Project”. It intends to apply part of the PPF advance proceeds
to payments for consulting services to be procured under this project. The Capacity Building for Industrial Pollution
Management Project will promote an integrated approach to pollution
management which: (a) facilitates remediation of polluted sites; (b) builds on
a framework of regulatory incentives for pollution reduction; (c) promotes
partnership between public and private entities for improved compliance; (d)
enhances public awareness through better access to environmental information,
and (e) introduces measures for reducing
environment and health risks to communities.
In order to prepare
the above referenced project, the Ministry of Environment and Forest wishes
to hire services of a competent local firm/organization that can support establishment
and management of a Project Preparation Cell (PPC) to be housed
at the MoEF. The selected firm/organization will be expected to provide services
of a project coordinator, a deputy project coordinator, a Private Secretary/steno,
two assistants and a helper for an estimated period of 15 months each, with
skills and qualification, and to accomplish the scope of work, as defined
in the
terms of reference. The
Terms of reference for this assignment can be downloaded from the
website of the MoEF, or can be collected
from the office of Shri Vijay K. Minocha (address given below).
Interested eligible local firms may
submit to the address below, their proposal within 3 weeks stating profile of
their organization; capacity to undertake such assignment; relevant experience;
and bio data of two experts along with professional charges for providing the
services of Project staff and the materials needed (stationery, etc.) for
smooth functioning of the PPC for a period of 15 months.
